This man was known to be an excellent Corps Commander, unlike John Bell Hood who became less effective the bigger the unit he commanded. However, unlike Gen. Hood, there are no U.S. military installations named after the man pictured here, so unlikely any group is currently attempting to blot his name from history. After the Civil War ended, this man became a Republican. Many considered him a traitor when he encouraged white southerners who'd formerly supported the Confederacy to then support the federal government.

This man was friends with Ulysses S. Grant, which many attributed that friendship as the deciding factor in his becoming a Republican. He was also a graduate of the US Military Academy at West Point, and there are no known statues around the country of him, tho' he was a Confederate General during the Civil War. And a darn good leader.

I had nooo idea who she was, but I googled your last clue and thought I'd found her. So, yes, harder than you expected, lol.

The following man held a southern state position that ramped up during disasters, especially. In 2004 he coined a phrase that is still used today to measure the impact of a storm, such as Hurricane Harvey, on the ability of a community to recover. It's based on the performance, post-storm period, of a particular restaurant.

Who's the guy; what's his index called; and what restaurant is it based on?

This man became a FEMA Administrator . . . that's when his index became part of the national lexicon. Wiki says the index came about in 2011 after the 2011 Joplin tornado hit. That may have been the first time it hit wide national news tho' - the man pictured above was already using the term when he worked in the Florida Emergency Management Division.

The particular restaurant associated with this index has a reputation for staying open during extreme weather and for reopening quickly, albeit sometimes with a limited menu, after very severe weather events such as tornadoes and hurricanes.
